If that doesn't help, trying to access this drive using windows is another option. If all that doesn't help I'd consider this drive simply broken and I'd return it to the retailer and ask for a working one. AFAIK sending the regionset commands shouldn't harm the drive, these commands are afaik well-defined and afaik it is completely legal to set the region, in fact, you have to do so to use the drive anyway.
