Well, we had done a modprobe rule because the phenomenon you describe has been on and off the case for some time. I'm thinking the PCI class in our udev rule doesn't apply to the VPI adapter, and so a non-'ethernet' device is really the 'ethernet' device (PCI class wise). This can be a ethernet adapter, but not always an Ethernet adapter is something that PCI ids/classes don't really describe well.
