[Wxcam-users] Tool Bar Not Appearing

I don't think this is actually related to WxCam but if it happens to 
anybody else, here is the circumvention.

If the tool bar "File/Settings/Capture/Effects/Info" fails to appear 
when you start the WxCam, a you can make it appear by using "export 
UBUNTU_MENUPROXY=0".

In my case, I created a launcher that had the command: bash -c "export 
UBUNTU_MENUPROXY=0 && wxcam"

I first saw this problem (and experienced it) with Audacity and 
successfully tried the fix on WxCam when I installed it and brought it 
up today and saw the problem.
