[WinLIRC] my receiver does not work

Hi guys!
My receiver does not receive any signals!!
I checked the Voltage: RTS=10V  DCD=2,1V and at the IR Module only 1,3V
Is this the reason for the broken receiver? What part of the circuit could
be broken?
