I would hazard a guess that it's in the OS itself somewhere.  Or perhaps an
oddly configured router?  I'd see if anyone is doing anything weird with the
port you are using for webmin.  I run Webmin on three linux and two HPUX
machines with IE 5.5 and have had zero issues.
