Ron, it sounds like a config issue with the email server. I am not sure what you are using but I do know that Sendmail and Postfix can be configured to only allow connections from specific ip ranges. It you are not in that range, you get a relaying denied message. I only allow our internal ranges so we do not become a relay for spam. When we added a campus 2 years ago, I ran into a problem similar to yours.
