Usermin doesn't check /etc/passwd for users, assuming that the Authen::PAM perl module is installed, there is no no_pam=1 line in /etc/usermin/miniserv.conf, and /etc/pam.d/usermin is setup correctly. Instead, it uses the standard getpw* functions to lookup Unix users, and PAM to validate their passwords.
