You are correct, Webmin can be used for that - but it would be easier for everyone if such a module were available through usermin. After all, usermin is a control panel, and it doesn't seem logical that an individual user should not be able to change their account information through Usermin. At least the password. Or a module that allows the administrator to determine what information a person can change (add email aliases to their account, too, for example).
