Yes, it seems to be the preinstalled sequenz-Number in /etc/rc.d/rc5.d.

Changing S01webmin to S99webmin and K10webmin to K99webmin works well at
me now. There is something wrong with webmin-configuration in Suse 8.1
?????

Another go-around ist, startting webmin per hand by /etc/rc.d/webmin
start and changing ist own bootsequenznumber in "start and
stop-services".
