I think that implementing a feature that automatically
searched the network for the same file, from a
different location, and automatically using all of the
available download locations would greatly improve WASTE.

If USERA sends a large project file to USERB but USERC
want the same file, USERC should download from both
USERA and USERB's source.

Thirded, also, when this is implemented (probably with hash functionality) it should be relatively easy to prevent dupes from downloading based on the hash and size (not the filename) this would prevent dupes and be a GREAT feature.

I completely agree. Download speeds are very slow the way it is now.
