I, too, am in favour of a final commit that removes the CVS, to avoid 
stale checkouts.  I think Matt's idea of a "last_active" tag is a good 
one.  The vxl-user instructions could then just say do
   cvs update -rlast_active
if you still want to be able to diff, etc.  And then make the repository 
read-only.
