That is what "invalid" is for. "invalid" also holds true for tickets
submitted as test, etc. I could rename it or add the "notabug" also,
if you think it is more intuitive.

I do think that at some point I need to write a wiki page describing
all the categories and fields. The question is how to make users read
it before submitting (trac folks do have a redirection on clicking
NewTicket, but I think it is overkill for our case).
