Hi! That's true... it depends on how the records were loaded; if they were from an "union catalog", lets say, that is, just loaded from one source (a single .marc file / update ones), that may happen. If they were from different sources (.marc files), one from each building, even if they have the same ID the last one would override the one in SOLR's index. Was going to suggest in my first e-mail, that if the building has it own ID for the records, you may use a * for the query (starting with that id, e.g., records wth ID "library-abc-xxxxx"), I think curl http://localhost:8080/solr/biblio/update?commit=true -H "Content-Type: text/xml" --data-binary 'building: '<delete><query> library-abc-</query></delete>' might do the trick. but this would also delete any record that has "library-abc-" in it, anywhere.
