[uml-devel] patch 2 - basic UML changes

This patch rearranges some basic things in UML in
order to make way for VPCI.

1) Makes UML drivers link as part of driver link stage
instead of kernel link stage
2) renames request_irq/free_irq to make room for new
versions that control the real hardware IRQs
3) adds find_fd_by_irq_and_dev()
4) adds release_vm()
5) makes disable_irq_nosync() public
6) makes end_vm track new vm space issued by get_vm()
7) fixes bug in get_vm() for single page requests
8) turns on kernel exitcalls
9) replaces udelay() with a version that calls host
udelay()
10) renumbers UML IRQs to allow for hardware IRQs
11) adds a NOP define to say EISA buss is not present
