If you have been using a .prefs file from older versions of Pootle, I guess it is possible that this never got added. Please compare your pootle.prefs to the one that came with the original package. Another possibility is that something went wrong in the pootle-project-es.prefs or pootle-project-fr.prefs inside the directory for the two projects that are giving you the trouble. Check to see if you can perhaps just delete them if there is nothing valuable in there (like goals or rights defined). Always restart pootle when you edit these files by hand.
