On Japanese list, there was a similar proposal by, IINW, the two users in the past, which Izumo-san replied that the current (2002/1/18) implementation limits 256 voices at the max. (cf. (timidity 1065)) I don't know what limits MAX_VOICE to 256 in practice, but reading the source and considering your post, it seems to be a matter of memory and/or execution efficiency that the users rarely need more than 256 voices.
