This is something of a problem, unless the site has only one theme and
therefore one set of templates then each set of templates would have to be
modified to match that theme.  Often a theme uses many images for instance
the top-bar alone on a site could be between 3 and 10 images with text and
other stuff as well.  Unless you are running a site with just one theme
then keeping the other themes so that they would look good would become a
maintenance pain.

I think that without some thinking and planning on how to do it we could
create an even bigger problem for the future.

As I see it there should be a more clear division between the data and the
display of the data.

This is honestly a really important feature and ought to be fairly high on
the priority list.  Large forums often have more than one moderator per
forum.

Cool idea.  That would also bring Tiki closer to having everything being
modular and consistant.
