I thought we were discussing 3.2. My answers certainly refer to 3.2 :-) Can you confirm that you have activated both "User Watches Translations" and "User Watches" ? My guess is, only "User Watches Translations" is active, since you see only the items relevant to it. The other possibility would be that we have a regression in 4.x relative to 3.2 but I don't know enough about 4.x to comment about that.
