Hi, I think the legacy upgrade theme should have a tiki.tpl with a table, to make it easier to get old themes updated and more true to the old look, so this would be legacy.css. But in line with some earlier discussions, a good thing to try would be a CSS file that takes care of the page layout and so on, and just leaves the more visible theme aspects to either an importing CSS file or a theme option file. This would be *litecss-based and would be an answer to "what theme or CSS file should I use to base a new theme on?" This would be the Liteplus theme (working title but seems appropriate). Actually these two CSS files would probably be the same except for the main layout stuff (which is only a few dozen lines in the file).
