I think "legacy" should have "modern" underpinnings. After all, what we want to preserve is the look, etc., of the legacy themes, not their old-school layout methods. Also tikineat.css uses mozilla CSS extensions (like corner radius) that cause validation errors, and it has missed out on some maintaining/improving (I for one haven't touched it while updating other themes because I figure it's on its way out). Going down the list, Tikinewt has the tableless layout method and %/em font sizes but otherwise retains most of the old CSS of Tikineat. Darkroom is up to date, but its light-on-dark coloring will cause problems for themes that expect default dark text on light background, which is more common, so I think shouldn't be used except maybe by other light-on-dark themes. The News and Feb12, in trunk, are good candidates and of these I think Feb12 has better CSS file content organization. The themes in experimental/ui-revamp are pretty close to their trunk equivalents at this point except for having the branch's page control selectors/properties and redone CSS menus to support the page controls and search button as well as the normal site menus. (See http://zukakakina.com/ui/ for a branch experimental-revamp test install where PHP layers menus are turned off and CSS menus are used instead.) Coelesce is essentially the same CSS as the other core themes except for its own visual styling and special treatment in the site header for the search form there.
