Conceptually, I have no problem with smoothing the leap over the whole day. However, it is (a) not specified anywhere (not that UTC-SLS is perfect, but it is written as a spec), and (b) it reduces the issue to a small period of less than 20 minutes, which feels preferable to me until standards committees completely redefine the second. As I've said before, the vast majority of business analysts in the industry will struggle to answer questions on how the system should behave around time-zone changes, let alone leap-seconds.
