#82 Multi-process tests in 8.4.1 fail under Tcl-8.5

Though under 8.6 things aren't too bad, under 8.5 there are too many failures to believe, a test-run was attempted before the 8.4.1 release was cut.

The pipe.test script simply hangs forever (on FreeBSD, at least). Various process-tests fail in a variety of ways. signal.test also reports:

Tcl_FinalizeNotifier: notifier pipe not initialized

and fails...
