[MACTCL] Windows "in front of all"

Is it possible to configure a windows in TCl-TK to be in front of all 
others windows on Mac OS X?

It's for aMSN, the notify windows (when someones come online on MSN 
Messenger) has to be in front of all applications. Is it possible?
