ReproducibleScript:
I compiled tcl8.3.1 and tcl8.3.0 on a MIPS3 (R4400) processor with SGI cc (7.3).  

CC=cc configure --prefix=/opt/pkg/tcl_tk

tclsh fails on this R4400 machine,  with the following message:
Illegal instruction (core dumped).
however, the same tclsh works on R5000 (SGI O2) processor.  The previous version 7.x works on
R4400 processors though.

*Where* does it fail?  I don't have that hardware here to test on, you know...
