Together with AS paywork I believe that I might have enough time for mentoring, but not for being admin. Being an admin is quite demanding but only during March - organization / student application period. Then you just have to watch the deadlines and prompt mentors to fill in surveys. IMHO being both admin & mentor should be no problem with 10 student GSoC effort. Going into details. Our org application need a little polish - it should be better than last year by including expertise we have gained. In org application we have to advertise that we were successful in the last two years, act as umbrella org and we participated in Mentor Summit. But the biggest challenge is to encourage mentors to propose and to refine project ideas. Then we should advertise among students. Last year I thought about contacting some universities in India & China through speakers from last year conference. I would also e-mail Russian candidates so maybe they can advertise us at their uni-s. Moreover here in Poland our last year GSoć students from Gdańsk will organize a meeting with newcommers themselves. I can also send a note to two other universities that I have contacts with.
