Clarification: writing your site using only the core would not be the simplest thing to do - it would mean writing your model, view and controller by hand. But this is something one might consider in some cases. And one thing more - I didn't address the /Management API/ part of the proposal. But that's something that can be done within the shape I suggest. Servlets correspond (but not 1:1) to controllers. Now the whole UAC would make a nice plugin hooked at root::auto (or whatever we call it) with the management being a separate controller (brought to you by scaffolding). Getting prepackaged controllers installable into your site is a not-so-hard engineering task, that can get into the GSoC frame.
