You have two options:

One is to simply use raw SMTP with the SMTP module in tcllib. This works 
in plain Tcl, but requires whoever installs the software to configure it 
to find an SMTP server.

The other is to use MAPI.

Check out the "mapimail" extension at 
http://www.schwartzcomputer.com/tcl-tk/tcl-tk.html
I think it may have what you need.
