Windows uses a runtime switch to change file paths from %windir%/system32 to this new location. However Microsoft added a reserved path (SysNative see File system redirector http://msdn2.microsoft.com/en-us/library/aa384187.aspx) to allow 32 bit applications to access the system32 directory. This does not seem to work in TCL.
