A common way to achieve this is to install ActiveTcl. ActiveTcl installs tclConfig.sh into c:/tcl/lib, but TEA_PATH_TCLCONFIG does not contain this in its search path. As a result, one must pass "--with-tcl=c:/tcl/lib" to configure.
