Here is a patch for iso2022-jp encoding
probrem.
I strongly hope so.
But I still can not understand everything
of tclEncoding. So this patch still may
be incorrect.

Please review this patch!
And fix it!!

The probrem itself is reported BUG ID
#219283 by Kazuo-san (Thanks!)
Escape sequence which generate by tcl
encoding system is incorrect.
So many code will dump core.
