The offender is that naughty EXTERN.  As I understand it, EXTERN is
for exported symbols only; symbols internal to Tcl should be simply
'extern'.  I don't know what cans of worms we'll open by trying to
clean this up, but it probably makes sense as an 8.5 project for
someone that's interested.
