#6 Patch for hour start/end times in edit effort dialog

This is a first cut at a patch for adding a preference setting for hour start and end times (as well as minute interval) for the times that appear in the Edit Effort dialog.

Notes:

1) I had to put the settings in the FeaturesPage of the pref dialog because the EditorPage only appears on wxMac. That could be changed, of course, but wasn't sure what you wanted to do with it.

2) If the preferences stay in the features page, maybe they should be changed to the 'feature' category of the settings in defaults.py?
