I have had a problem for a year or more which sounds like "#618 TaskCoach does not clean lock on normal desktop shutdown". It occurs frequently, once or more per week.
See screen shot attached of the dialog window "Task Coach: file locked". In no case (of which I be aware) is another instance of Task Coach running (it starts automatically on startup). Is there something for which I should look? Only one entry shows up in Windows Task Manager as I look now.
On occasion Task Coach also crashes when I close it. Whether this always be followed with the file locked state, I haven't taken note, but I often get the file-locked state without a prior obvious crash.
This is running under Windows 7 Professional 64-bit, up-to-date in its patches.
BTW, Task Coach is at the interrim build 5988.
I'm tempted to mark this 'wont-fix'. I'm working on 1.4 right now and Task Coach will only hold the lock while saving (right now it does so as long as it's running)...

If you be saying that the problem will effectively go away on its own because of this change, I suppose that makes sense. I can see what happen subsequently.

Okay let's do that. I hope I'll be able to make some progress on 1.4 this week.
