There are no restrictions to copying STAF.cfg. Just know that changing STAF.cfg while STAFProc is running will not change the configuration that STAF uses until you shutdown and restart STAFProc. There are different ways that people update your STAF.cfg files. Some people keep a master copy of the STAF.cfg file(s) they use and copy it to all their machines. You may want to look at using the STAF LifeCycle service to help do this. It can be used to submit one or more STAF service requests when STAFProc starts up or when STAFProc is shutdown. What is it that you are changing in every STAF.cfg file? Trust statements? If so, you may be able to take advantage of the wildcard character (*) in your host names and/or IP addresses in your trust statements to ease the number of changes (or you could just set the default trust level to 5 so that you don't have to get individual trust to your machines).
