There isn't an existing STAF authenticator service for Linux that uses libpam. Also, currently, there isn't any documentation about how to write an authenticator service. You'll need to rely on the sample Authenticator provided combined with the STAF Service Developer's Guide (which talks about how to write a "standard" STAF service in C++ or Java).
