You do have CONFIG_IP_VS set. But, for the ipvs scheduler configuration
you just have the CONFIG_IP_VS_WLC set. 
As OpenSSI ha-lvs uses round robin by default. I think you should have
CONFIG_IP_VS_RR also turned on. 

I have the following in my config file for IPVS scheduler, 

CONFIG_IP_VS_RR=m
CONFIG_IP_VS_WRR=m
CONFIG_IP_VS_LC=m
CONFIG_IP_VS_WLC=y
CONFIG_IP_VS_LBLC=m
CONFIG_IP_VS_LBLCR=m
CONFIG_IP_VS_DH=m
CONFIG_IP_VS_SH=m
CONFIG_IP_VS_SED=m
CONFIG_IP_VS_NQ=m
