[SM-I18N] Switch of zh_CN translation into UTF-8

Hi all,

please find below the position of Frank Wang regarding the switch of zh_CN
translation to UTF-8.

Note that this requires the attached file gbk.php to be added to decoding
library, otherwise emails in gbk charset would not be readable. The file uses
recode/iconv/mbstring to convert from gbk into html entities.

	Even I can not test all the popular mail providers here, it's still safe
	to say that most of them will not have interoperability issues with the
	utf-8 SM now. I'd like the zh_CN translation converted to utf-8 now.
