Yes, probably devel list is best.  It is only appropriate to send
translations to i18n list, but only for published code.

Dunno, I will look, but that depends on which version of the plugin
you copied code from.

It's on my list, to be taken care of after final release of new plugin
version and reworking of some needed changes in infrastructure.
