I get
Subject:   	decoding of ampersand in subject -
ąčęėįšųūž

If I use non ISO-8859-13 locale, these letters are decoded to
"'ampersand'#number" by functions in functions/i18n.php and then something
changes 'ampersand' to "'ampersand'amp;"
