#289 DispatchException: Failed to find matching operation

After importing a WSDL from one of our services, I created a SOAP 1.1 mocked service from it. I am getting a "DispatchException: Failed to find matching operation for request" for the SOAP 1.1 mocked service calls. This occurs both when an external client requests this method and when requested from the requests generated from the WSDL. The request works properly against the live web service. The equivalent SOAP 1.2 requests against a mocked SOAP 1.2 service behave as expected.

I've attached a file containing the exception stack trace along with the WSDL so you can replicate the error.

The SF soapUI issues 1884179 and 1960551 are probably related.
