That was my original plan, but I wanted the pouch to be able to flap

I agree with you there.  Just with this on animation there were 
difficulties.  Blending different animations would be awful.

Hmm... now that is an idea.  I don't know about the carrying on the 
flipper, but perhaps having it on the back... and make it so that it 
must be removed in order to load/unload it.  Perhaps it could be that 
the penguins can normally only hold 2 objects (one for each hand) and a 
backpack is a fairly common bonus, that aids in transporting objects.
