if the sms_api.php is running on my home apache-server, the sms messages will be sent immediately. But on a paid hoster environment (..supports php) the call of the sms_api.php takes no effect. I dont get any message on my mobile phone.
Where is the problem?

It's possible your hosted environment doesn't support fopen calls (these days, most don't). Try to change sms_api.php to use "curl" calls instead.
Are you able to take a look at your hosted environment's logs? They might give you a clue about what is failing.
