Since this common file is included in almost all the locale file, so if you select locale say si_LK, other script data will get sort automatically since this file has collation data for all other languages. else if you add collation info in direct si_LK locale file you will get only sinhala data sorted and then you will need to add Latin sorting also in the same file unnecessarily.
