I don't have time to maintain the sinhala.sf.net Debian & Ubuntu
repositories so I have delegated the Ubuntu repository to Dushara & the
Debian repository to Anuradha
(http://sourceforge.net/mailarchive/forum.php?thread_name=1210607606.21701.38.camel%40B1.HOME&forum_name=sinhala-technical). I still have to update some permissions before they can upload.

In the meantime, you could grab the new ICU Debian source package from
http://packages.qa.debian.org/i/icu.html, and try to build it on Ubuntu.
