Inconsistent deflate compression ratio

When compressing with deflate method, the compressed size are different depending on file format, with GZip archive gets lower compression. In fact, when using deflate in Zip archive, the compression speed is slower, an indication of the archiver tries harder to create a smaller file. Since 7-Zip support the same compression parameters when using deflate method on both archive types, the compressed sizes should be the same fore all archive types supporting the same compression method.
Compression ratio and speed must be identical.
7-Zip shows full size for gz.
