[SE|PY-dev] minor improvement on "tools">"run"

hi there and a great new year to all.
hope sepy gets some great development...

this is just a minor 'interface improvement', really just icying on the 
cake.

when you run tools> run (or ctrl+alt+enter)
the run window pops up.
if you decide to cancel it (let´s say, you got it up by mistake)
a) the esc key won´t hide it, maybe it should
b) if you type return you get a modal dialog with an ugly error message 
("wx._xore.PyAssertionError, C++ a...)
    two suggestions:
    1) make an empty command to close the window
    or
    2) check if the 'command line:' argument is empty and just trace a 
friendlier "no command asked" message, whithout an ugly modal dialog 
error message...
