[Sbcl-devel] Not expanding compiler-macros when (> COMPILATION-SPEED SPEED)

So I saw WHN's post that he had intended to make it so that compiler
macros didn't run when (> COMPILATION-SPEED SPEED), but that he now
thought that wasn't allowed.  Where in the spec did you find something
that implied that?  Because as far as I can tell, the "When Compiler
Macros Are Used" section (3.2.2.1.3) gives implementors complete
leeway on when to expand or not expand (with the exception of two
cases when one must not expand).
