It seems to be easy for a call of an undefined function (I've attached a
sketch of a patch for x86), somewhat more controversial for SYMBOL-FUNCTION,
FUNCTION, FDEFINITION - these functions/operators will work slower or take
more space with the support for a restart; maybe add a restart only when
(> (MAX DEBUG SAFETY) (MAX SPEED SPACE))?

Also  several years ago Bill objected to a similar change for
NO-APPLICABLE-METHOD; but as it is a feature request on c.l.l. and can
hardly be implemented in user code, maybe it is worth to merge into core
SBCL?
