I've been to the US Congress two times to speak with legislators and ploticians about imternet broadcasting royalties, provided written testimony for hearings , and gathered thousands of signatures from small broadcasters on letters to Congress. The first time we had amazing cosponsorship for a new bill that SoundExcanged made an offer inexchamge to stop lobbying. That particular bill didnt make it, but there several other in varying stages of legislature. Change is comimg, but it's slow and you have to put in a lot of work in your own country too. The major labels are international so we fight the same. I know it's upsetting to see Those numbers, especially when Compared to song writing royalties that run around 2%. Just rember this, Dont give up a real opportunity because of a bad contract. There are far more unlicensed Webcasters (shoutcast.com) than licensed. So you could choose to be in the Majority, or take one of the deals and do the best you can to honor it. To date a webcaster has not been sued, file traders have though. Romain is right about existing business, the Small Webcaster License was a unilateral decision during an open negotiation. The PurePlay deal ($25k minimum) was a negotiation between three existing large webasters.
