I made some changes to project code and want to ask developers to consider them and add to beta version of program. How do I do it?
1) I pulled source from https://github.com/rssowl/RSSOwl/
2) made some local changes on my local 'beta' branch with some additional branches
3) ??? What's next?
4) How to become active project developer? I have too many feature requests and bugs fixes to wait for them to be done by some other guy.
Is this forum is active at all?

I think currently the best way would be to submit your changes as pull requests through our GitHub repository https://github.com/rssowl/RSSOwl
As for becoming an active developer, I think it would make sense to first continue through pull requests. You are also free to fork RSSOwl on GitHub and allow others to build your version.
